Publication Policies

Open Access Policy

Turkish Journal of Cerebrovascular Diseases is an open access journal. As of Turkish Society of Cerebrovascular Diseases, all published content is licensed under the Creative Commons Attribution (CC BY) 4.0 International License, which permits third parties to read, share, adapt, and redistribute the material for any purpose, provided that appropriate credit is given to the original work.

Content published prior to this date was covered under traditional copyright. However, the full archive remains freely accessible to readers.

All published material is freely available at www.tjcvd.org.

Authors retain full copyright and publishing rights without restriction.

When reusing previously published material (including figures, tables, and other content), authors must obtain permission from the original copyright holder. The authors bear full legal, financial, and ethical responsibility in such cases.

All manuscript submissions must be accompanied by a Copyright Agreement and Acknowledgement of Authorship Form. By signing this document, authors confirm that their article, if accepted, will be published under the CC BY 4.0 license, allowing for unrestricted reuse with proper attribution.

As with other reused content, permission must be obtained for third-party material reused in either digital or print formats. Authors assume full responsibility for securing these permissions.

Authors maintain full and unrestricted copyright ownership of their work published in Turkish Journal of Cerebrovascular Diseases.

Self-Archiving Policy

Authors are permitted to deposit their published articles in institutional repositories, personal websites, or open access archives following publication. The DOI of the original article and a link to the final version hosted on the publisher’s website must be included.

This practice ensures the integrity and authenticity of the scientific record, with the publisher’s version clearly identified as the version of record.

Publication Fee Policy

Turkish Journal of Cerebrovascular Diseases is financially supported by Turkish Society of Cerebrovascular Diseases. There are no submission or publication fees at any stage of the editorial process.

Advertising Policy

Turkish Journal of Cerebrovascular Diseases accepts digital advertising on its website. All advertisements must be pre-approved by the Editorial Board and clearly labeled as such. Advertisers hold no influence over editorial content, review decisions, or journal policies.

Peer Review Process

All submissions to Turkish Journal of Cerebrovascular Diseases undergo a double-anonymized peer review process. Authors and reviewers remain unaware of each other’s identities to preserve objectivity.

Review Workflow:

  1. Technical Check: Submissions are initially reviewed by editorial staff to ensure compliance with the journal’s submission guidelines. Incomplete or non-compliant manuscripts are returned for correction.
  2. Editorial Screening: Eligible manuscripts are assessed by the Editor-in-Chief, who determines their relevance and quality. Unsuitable manuscripts may be desk-rejected at this stage.
  3. Peer Review Assignment: Suitable papers are assigned to an Associate Editor, who invites at least two independent expert reviewers. Based on their input, the Associate Editor may request revisions, proceed with review, or recommend rejection.
  4. Editorial Decision: After evaluating reviewer feedback, the Associate Editor submits a recommendation to the Editor-in-Chief, who makes the final decision.
  5. Revision & Re-review: Revised manuscripts are reassessed, ideally with the same reviewers. The process continues until a final decision is reached.

Additional Notes:

For manuscripts submitted by journal editors or editorial board members, external editors will be assigned to ensure an impartial review process.

If a submission undergoes an alternative review process, this will be stated on the article for transparency.

Revisions

When a manuscript receives a major or minor revision decision, the Editor-in-Chief will provide a decision letter detailing reviewer and editor comments.

Authors must:

  • Submit a detailed response letter addressing each reviewer comment point-by-point, including line numbers where changes were made.
  • Upload a tracked-changes version of the manuscript.

Revised submissions must be uploaded within the timeframe specified in the decision letter. Authors may request an extension if needed.

Authorship

Turkish Journal of Cerebrovascular Diseases adheres to the ICMJE authorship criteria, which require:

  1. Substantial contributions to study design, data collection, or analysis
  2. Drafting or revising the manuscript critically
  3. Final approval of the version to be published
  4. Accountability for all aspects of the work

Authors must also identify their co-authors’ responsibilities. CRediT (Contributor Roles Taxonomy) is recommended to clearly indicate individual contributions during submission. This information will be published with the article.

Individuals who do not meet all four authorship criteria should be acknowledged rather than listed as authors.

Suspected cases of ghost, honorary, or gift authorship will be investigated in accordance with COPE guidelines.

Use of Artificial Intelligence (AI)

AI tools may be used for language correction only, and this must be disclosed in the manuscript. AI cannot be listed as an author. Authorship implies human accountability and originality, and cannot be delegated to AI systems.

Change of Authorship

Requests to modify authorship (add/remove authors or change the order) must be made in writing to the Editorial Office. The request must be signed by all authors, including any being added or removed.

The Editorial Board will evaluate these requests in line with COPE flowcharts to protect the integrity of authorship.

Conflict of Interest Disclosure

All contributing authors must complete the ICMJE Disclosure Form to declare potential conflicts of interest. Editors and reviewers are also expected to disclose any competing interests that could influence their judgment.

Potential conflicts will be handled according to COPE and ICMJE guidelines.

Financial Disclosure

Authors must disclose all financial support related to the research in a funding statement submitted with the manuscript. This includes the names of funders, grant numbers, and the role of funders in the study.

If the funder had no involvement, this must be explicitly stated.

Post-Publication Changes & Retractions

Correction and retraction requests are reviewed by the Editorial Board in accordance with COPE and ICMJE standards.
If misconduct is suspected, appropriate COPE flowcharts will be followed. Whistleblower allegations, including those made via social media, are handled transparently.

If necessary, the journal may:

  • Assign an ombudsperson to handle unresolved disputes
  • Contact institutions to investigate misconduct
  • Collaborate with other journals to support ethical investigations

Retractions will be clearly marked on both the article and its associated index listings.

Withdrawal Policy

Authors may request manuscript withdrawal by submitting a signed statement from all authors explaining the reason for withdrawal. Manuscripts must not be submitted elsewhere before official confirmation of withdrawal or expiration of a reasonable waiting period.

Appeals and Complaints

Authors may appeal editorial decisions or submit complaints by contacting the Editorial Office. All cases will be reviewed in line with COPE guidelines.

The Editor-in-Chief holds final authority. An ombudsperson may be appointed if needed.

Preprint Policy

Turkish Journal of Cerebrovascular Diseases does not consider preprints as prior publication. Authors may submit manuscripts previously posted on non-commercial preprint servers.

The preprint DOI must be provided during submission. If accepted, authors must link the preprint to the published article to maintain transparency.

Permission Policy

From January XXXX, the journal content is distributed under a Creative Commons Attribution 4.0 International License (CC BY 4.0). This allows users to reuse content for non-commercial purposes with appropriate credit.

Content published before January XXXX remains under copyright of Turkish Journal of Cerebrovascular Diseases.

Commercial use of any content requires explicit permission from the publisher and may involve licensing fees.

Data Sharing Policy

All clinical trial submissions must include a data sharing statement following ICMJE recommendations:

  • Whether de-identified individual data will be shared
  • What specific data will be available
  • Additional supporting documents to be shared
  • Timeline and access conditions
  • How data access will be provided

Trial registry information (registry name and number) must be included on the Title Page.

This policy applies to all submissions received on or after January XXXX.
